What are the right-of-way rules for a sailboat meeting a power vessel?

Under the International Rules of the Road, a sailing vessel is generally the stand-on vessel when meeting a power-driven vessel. The power vessel must keep clear.

Exceptions: A sailboat must give way to vessels not under command, restricted in ability to maneuver, or engaged in fishing. Also, in a narrow channel (Rule 9), a sailboat shall not impede a vessel that can only navigate within that channel.
